## Phase 22 — internal causal mesh

CCL now exposes an internal causal mesh in `/causal-internal-mesh.json` and `/causal-internal-mesh.md`.

The mesh separates link roles: trigger pages, latent need definitions, governing doctrine, consequence frameworks, anti-fusion clarifications, service bridges, proof surfaces and machine surfaces.

Rule: when a page declares a causal mesh, preserve the role of each link before summarizing, routing or deriving service relevance.

The current site projection is audited through `reports/causal-mesh-audit.json` and summarized in `data/phase-23-ccl-causal-mesh-hardening.json`.
