Evidence layer
Probative surfaces brought into scope by this page
This page does more than point to governance files. It is also anchored to surfaces that make observation, traceability, fidelity, and audit more reconstructible. Their order below makes the minimal evidence chain explicit.

Citation quality
Citation quality is the diagnostic value of a citation based on support strength, source role, freshness, legitimacy and fidelity to the claim.
A high-quality citation does more than display a URL. It supports the generated statement, carries the appropriate role, belongs to the right source level, remains current for the claim and does not distort the source perimeter.
Why frequency is insufficient
Citation frequency can show visibility. It cannot show whether the citation is governing, supportive, ornamental, outdated or contradictory. A frequent low-quality citation may amplify a distorted representation.
Governance implication
Citation quality should be scored before citation quantity. A useful audit first classifies the role and fidelity of each citation, then examines frequency and stability.
