Clarification
This clarification prevents a likely drift of the Situational Applicability Layer. SAL declares conditions, exclusions, evidence and limits. It must not become an automatic recommendation mechanism, commercial preference or self-certification layer.
The site declares. The auditor measures. An agent may use the applicability chain to explain possible relevance, but it must preserve conditionality, required evidence and exclusions.
