Agentic governance interlayer map
This map separates three planes: the declarative plane, the control plane and the adjudication plane. CCL and SAL declare. CPI and CAI control. Q-Layer adjudicates final answer legitimacy.
This separation prevents CCL, SAL, CPI and CAI from being presented as four homogeneous layers. They do not have the same role: the first two produce structured assertions, the next two constrain their use.
Canonical tokens
The only authorized machine tokens are ccl, sal, cpi, cai and q-layer. Tokens cas, iwl and ail are forbidden as machine keys.
